Fair Work says the award covers contract cleaning businesses and their employees, including event cleaning, hygiene and pollution control, trolley collection, and minor property maintenance incidental to cleaning. It also covers labour hire employees placed into contract cleaning roles.<\/p>\n<p>For employers, cleaning payroll is not just a base-rate problem. The real risk comes from broken shifts, minimum shift lengths, travel between workplaces, special-condition allowances, penalty rates and overtime. Miss one of those and the pay run is wrong.<\/p>\n<h2 id=\"title-idx-0\" class=\"icon-anchor\">What is the Cleaning Services Award (MA000022)?<\/h2>\n<p>The award covers employers in the contract cleaning services industry and employees who fit within the award\u2019s classifications. Fair Work specifically lists office cleaners employed by a contract cleaning business, shopping centre cleaners, house and apartment cleaners employed by a contract cleaning business, specialist cleaning businesses, and trolley collectors working for a contract trolley business.<\/p>\n<p>The award also applies to on-hire employees working in the contract cleaning services industry and trainees hosted into that work. It does not replace the need to check whether the employee is actually covered by the award\u2019s classifications.<\/p>\n<h2 id=\"title-idx-1\" class=\"icon-anchor\">Who is not covered by the Cleaning Services Award?<\/h2>\n<p>The Cleaning Services Award does not apply in the following situations:<\/p>\n<ul>\n<li>Cleaning performed as part of another primary industry, such as:\n<ul>\n<li style=\"list-style-type: none\">\n<ul>\n<li>hospitality staff cleaning within a restaurant<\/li>\n<li>retail employees cleaning their own store<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<li>Employees covered by other awards, including:\n<ul>\n<li>Hospitality Award<\/li>\n<li>General Retail Award<\/li>\n<li>Healthcare or Aged Care Awards<\/li>\n<\/ul>\n<\/li>\n<li>Workers employed directly by businesses where cleaning is incidental, not contracted<\/li>\n<li>Specific excluded roles:\n<ul>\n<li>trolley collectors employed directly by retailers<\/li>\n<li>car washers and vehicle detailers<\/li>\n<li>laundry and dry-cleaning workers<\/li>\n<li>cleaners working on civil construction sites<\/li>\n<\/ul>\n<\/li>\n<li>Employees covered by an enterprise agreement<\/li>\n<\/ul>\n<h2 id=\"title-idx-2\" class=\"icon-anchor\">What are the Cleaning Services Award pay rates in 2026\/27?<\/h2>\n<p>The award\u2019s minimum weekly and hourly rates for adult employees are set out in Schedule B. Cleaning Services Award classifications set?<\/h2>\n<p>Under the award, employees must be classified based on actual duties performed instead of job title.<\/p>\n<p><em><strong>Level 1 \u2013 Entry-level cleaners<\/strong><\/em><\/p>\n<ul>\n<li>Perform routine cleaning duties<\/li>\n<li>Work under supervision or direction<\/li>\n<li>Responsible for the quality of their own work<\/li>\n<\/ul>\n<p><em><strong>Level 2 \u2013 Experienced cleaners<\/strong><\/em><\/p>\n<ul>\n<li>Perform more complex cleaning tasks<\/li>\n<li>Use specialised equipment (e.g. carpet cleaning under the Cleaning Services Award?<\/h2>\n<p>For <strong>full-time and part-time<\/strong> adult employees, the award penalty are:<\/p>\n<ul>\n<li><strong>Monday to Friday ordinary day work:<\/strong> 100%<\/li>\n<li><strong>Early morning, afternoon and non-permanent night shift:<\/strong> 115%<\/li>\n<li><strong>Permanent night:<\/strong> 130%<\/li>\n<li><strong>Saturday:<\/strong> 150%<\/li>\n<li><strong>Sunday:<\/strong> 200%<\/li>\n<li><strong>Public holiday:<\/strong> 250%.<\/li>\n<\/ul>\n<p>For<strong> casual <\/strong>adult employees, the equivalent rates are:<\/p>\n<ul>\n<li><strong>Day work:<\/strong> 125%<\/li>\n<li><strong>Early morning, afternoon and non-permanent night shift:<\/strong> 140%<\/li>\n<li><strong>Permanent night:<\/strong> 155%<\/li>\n<li><strong>Saturday:<\/strong> 175%<\/li>\n<li><strong>Sunday:<\/strong> 225%<\/li>\n<li><strong>Public holiday:<\/strong> 275%.<\/li>\n<\/ul>\n<p>The practical problem is that cleaning work often happens early morning or late evening, so penalty exposure is common even when the shift looks short on paper.<\/p>\n<h2 id=\"title-idx-5\" class=\"icon-anchor\">When does overtime apply under the award?<\/h2>\n<p>The award says a full-time employee must be paid overtime for any time worked in excess of ordinary hours. For part-time and casual employees, all time worked in excess of 7.6 hours per day, five days per week, or 38 hours in any week is overtime.<\/p>\n<p>The overtime rates are:<\/p>\n<ul>\n<li><strong>Monday to Saturday, first 2 hours:<\/strong> 150% for full-time and part-time employees, 175% for casual employees<\/li>\n<li><strong>Monday to Saturday, after 2 hours:<\/strong> 200% for full-time and part-time employees, 225% for casual employees<\/li>\n<li><strong>Sunday:<\/strong> 200% for full-time and part-time employees, 225% for casual employees<\/li>\n<li><strong>Public holiday:<\/strong> 250% for full-time and part-time employees, 275% for casual employees.<\/li>\n<\/ul>\n<p>The award also says overtime worked on any day stands alone from overtime worked on any other day. That is an important rule because it stops employers from blending overtime across multiple days.<\/p>\n<h2 id=\"title-idx-6\" class=\"icon-anchor\">What allowances apply under the Cleaning Services Award?<\/h2>\n<p>The award contains several allowances that employers commonly miss.<\/p>\n<ul>\n<li><strong>Broken shift<\/strong><strong><br \/>\n<\/strong><span style=\"font-size: 1rem\">A broken shift <\/span><strong style=\"font-size: 1rem\">occurs when an employee works a rostered shift in two periods of duty within a maximum spread of 13 hours,<\/strong><span style=\"font-size: 1rem\"> with a <\/span><strong style=\"font-size: 1rem\">break of more than one hour<\/strong><span style=\"font-size: 1rem\"> between the periods. The broken shift allowance is <\/span><strong style=\"font-size: 1rem\">$4.50<\/strong><span style=\"font-size: 1rem\"> for the day, <\/span><strong style=\"font-size: 1rem\">capped at $22.49 per week<\/strong><span style=\"font-size: 1rem\">.<\/span><\/li>\n<\/ul>\n<ul>\n<li><strong>Cold work<br \/>\n<\/strong>A cold work allowance applies when an employee works for more than one hour in a place below 0\u00b0C. The rate is <strong style=\"font-size: 1rem\">$0.66 per hour<\/strong><span style=\"font-size: 1rem\">, and once the employee continues for <\/span><strong style=\"font-size: 1rem\">more than 2 hours<\/strong><span style=\"font-size: 1rem\">, they are <\/span><strong style=\"font-size: 1rem\">entitled to a 20-minute rest period<\/strong><span style=\"font-size: 1rem\"> every 2 hours <\/span><strong style=\"font-size: 1rem\">without loss of pay.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Hot work<br \/>\n<\/strong>A hot work allowance applies when an employee works for more than one hour in a place heated by artificial means to between 46\u00b0C and 54\u00b0C, at<strong style=\"font-size: 1rem\"> $0.66 per hour,<\/strong><span style=\"font-size: 1rem\"> or above <\/span><strong style=\"font-size: 1rem\">54\u00b0C at $0.80 per hour<\/strong><span style=\"font-size: 1rem\">. After 2 hours, the employee is <\/span><strong style=\"font-size: 1rem\">entitled to a 20-minute rest period every 2 hours without loss of pay.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Height allowance<br \/>\n<\/strong>A height allowance applies to employees cleaning from a swing scaffold, boatswain\u2019s chair or similar device on the outside of multi-storeyed buildings. The allowance is <strong style=\"font-size: 1rem\">$1.06 per hour<\/strong><span style=\"font-size: 1rem\"> up to and including the <\/span><strong style=\"font-size: 1rem\">22nd floor,<\/strong><span style=\"font-size: 1rem\"> and <\/span><strong style=\"font-size: 1rem\">$2.17 per hour above the 22nd floor.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>First aid<br \/>\n<\/strong>A first aid allowance of <strong style=\"font-size: 1rem\">$16.11 per week<\/strong><span style=\"font-size: 1rem\"> applies where the employee has current first aid qualifications and has been appointed in writing to perform first aid duty.<\/span><\/li>\n<\/ul>\n<ul>\n<li><strong>Leading hand<br \/>\n<\/strong>A leading hand allowance applies where an employee is placed in charge of other employees. The weekly allowance is <strong style=\"font-size: 1rem\">$58.93 for up to 10 employees<\/strong><span style=\"font-size: 1rem\">, <\/span><strong style=\"font-size: 1rem\">$75.83 for 11<\/strong> <strong style=\"font-size: 1rem\">to 20<\/strong> <strong style=\"font-size: 1rem\">employees<\/strong><span style=\"font-size: 1rem\">, and <\/span><strong style=\"font-size: 1rem\">$92.72 for more than 20 employees.<\/strong><\/li>\n<\/ul>\n<ul>\n<li><strong>Refuse collection<br \/>\n<\/strong>A refuse collection allowance of <strong style=\"font-size: 1rem\">$4.48 per shift applies<\/strong><span style=\"font-size: 1rem\"> where the employee is employed for the major portion of a shift to collect, dispose of or sort refuse, or feed an incinerator, furnace or compactor. The toilet cleaning allowance is <\/span><strong style=\"font-size: 1rem\">$3.53 per shift<\/strong><span style=\"font-size: 1rem\"> or <\/span><strong style=\"font-size: 1rem\">$17.35 per week<\/strong><span style=\"font-size: 1rem\"> where the employee is employed for the major portion of a day or shift to clean toilets.<\/span><\/li>\n<\/ul>\n<ul>\n<li><strong>Meal<br \/>\n<\/strong>A meal allowance of <strong style=\"font-size: 1rem\">$16.84 applies<\/strong><span style=\"font-size: 1rem\"> where an employee is required to work an <\/span><strong style=\"font-size: 1rem\">additional 2 hours or more<\/strong><span style=\"font-size: 1rem\"> and was not advised on or before the previous day. The employer can instead supply a meal.<\/span><\/li>\n<\/ul>\n<ul>\n<li><strong>Vehicle<br \/>\n<\/strong>Where an employee uses their own vehicle by agreement, the vehicle allowance is <strong style=\"font-size: 1rem\">$0.99 per kilometre<\/strong> <strong style=\"font-size: 1rem\">for a motor car<\/strong><span style=\"font-size: 1rem\"> or <\/span><strong style=\"font-size: 1rem\">$0.33 per kilometre for a motorcycle<\/strong><span style=\"font-size: 1rem\">.
