Who Is Required to Join an MPF Scheme?

We believe that every employee in Hong Kong is familiar with the MPF. But new HRs should notice that employees with different employment types or industries have different MPF schemes and time to join.

An employee who joined an MPF scheme can be divided into regular employees and casual employees:

  • Employers in all industries should enrol their regular employees (i.e. employees who are at least 18 but under 65 years of age and have been employed for a continuous period of 60 days or more) in an MPF scheme within the first 60 days of employment.
  • Casual employees are those who are at least 18 but under 65 years of age and who are employed in either of the two industries on a day-to-day basis or for a fixed period of less than 60 days. Employers in the construction industry or catering industry should enrol their casual employees in an MPF scheme within the first 10 days of employment, regardless of the length of the employment period.

*The “60-day” rule refers to the duration of the employment relationship that an employer and an employee have entered into. The 60 days is not the number of the employee’s actual working days, and the probation period is not included.

Employers only need to enrol the employees with one mandatory contribution scheme. If the employer wants to strengthen employees’ retirement investment, they can also choose to make additional contributions for employees, that is, voluntary contributions. When selecting a plan, employers can consult the employees’ opinions but make the final decision by themselves.
